Since August 9, 2025, Decree-Law No. 116,better known as the “Terra dei Fuochi” decree, has come into effect.
It introduces much stricter penalties for those who abandon waste on the streets, especially when thrown from vehicles.
An act that many still (wrongly) consider “harmless,” such as tossing a cigarette butt out of the window, can now turn into a serious problem: fines up to €18,000, driver’s license suspension, and in the worst cases, even arrest.
What changes with the new decree?
- For small waste items (cigarette butts, tissues, scraps of paper), the fine can reach up to €1,188.
- For bulkier waste (cans, bottles, bags), the fine ranges from €1,500 to €18,000, with a report filed to the Public Prosecutor’s Office.
- Driver’s license suspension of up to 6 months is foreseen and, in the case of company vehicles, even vehicle confiscation.
- Thanks to municipal cameras, immediate roadside stops are no longer required: a license plate caught on video is enough to receive the fine directly at home.
The legislator’s message is clear: zero tolerance towards behaviors that pollute and damage the environment.
